Gov. Patrick Morrisey said the state would send 300 to 400 troops to Washington to support Mr. Trump’s “initiative to restore cleanliness and safety” to the city.

But those crimes, as heinous as they are, do not remotely justify the extreme step of enlisting the National Guard and taking over the city’s police department against the mayor’s wishes.
